How winners are selected
T4NG2 is unique among federal IDIQs because the Sample Task Order Response is the primary technical artifact (50% of the evaluation). VA wants to see how you'd actually solve a representative health-IT or cyber problem. Generic capability claims and resume-style submissions consistently fail.
The full factor weighting is: Sample Task Order Response (50%), Past Performance (25%), Veterans Involvement (10%), Price (15%). Veterans Involvement rewards SDVOSB/VOSB status and the percentage of veterans on your workforce — VA preferentially awards to veteran-owned firms when capabilities are comparable.
Past Performance is mapped to four functional areas: IT Services, Health IT, Cybersecurity, and Program Management. Submissions need at least one reference per pursued functional area, with VA past performance weighted significantly higher than other federal experience.
