How winners are selected

Polaris uses Qualifying Projects scoring per pool. Each pool runs as a separate competition; top scorers in each pool win seats. Self-certification was deprecated for SDVOSB and WOSB — SBA-issued certification through certify.sba.gov or vetcert.sba.gov is required for those pools. Scoring categories (15,500 total points): • Qualifying Projects (7,000) — Prime contracts within IT services scope, $250K+, performed in last 5 years. • Emerging Technology (4,000) — Qualifying projects involving cloud, cybersecurity, or AI/ML. • CPARS Performance (3,000) — Very Good or Exceptional ratings on Qualifying Projects. • Mentor-Protégé Program (1,500) — Active SBA MPP agreement. You can submit to only one pool per cycle. Pick the pool where you have the strongest competitive position. HUBZone, WOSB, and SDVOSB pools typically have lower competition than the SB pool but require active certification.

What the wizard does

IDIQBuilder walks you through eleven steps. The first two — Document Hub and Company Profile — are non-blocking, so dump everything you have and we'll do the structured work. 1. Document Hub: upload past performance, SBA certification evidence, CPARS reports. 2. Company Profile: confirm UEI, NAICS, certifications, key personnel. 3. Classification: confirm size standard ($34M for NAICS 541512). 4. Eligibility Confirmation: live SBA reps & certs sync to verify pool eligibility. 5. Pool Selection: pick one pool (SB / HZ / WOSB / SDVOSB). Missing or expired certs gate the next step with specific copy directing you to the right SBA application. 6. Qualifying Projects: project pages for each $250K+ prime IT services contract from the last 5 years. CPARS and Emerging Tech credits earned per project. 7. Pricing: build your loaded hourly rate table. 8. Subcontracting Plan: small-business primes are exempt from individual plans, but a strategy is encouraged. 9. Technical Narrative: technical and management approach tailored to the chosen pool. 10. Compliance Engine: scans Section L requirements and flags gaps. 11. Package Output: generates the Qualifying Projects worksheet, project pages, SBA cert evidence, pricing volume, and reps & certs as a single ZIP.
