How winners are selected
ASTRO uses a self-scoring matrix. You claim credits for relevant experience, accounting systems, certifications, and cybersecurity posture. Evaluators verify each claim against your evidence — over-claiming disqualifies, under-claiming costs you seats.
The matrix has seven categories. Relevant Experience is the largest (4,500 points) and rewards prime contracts within the last five years that fall within your selected pool's scope. CPARS Performance (2,000 points) rewards "Very Good" or "Exceptional" ratings. Cybersecurity Maturity (1,500 points) rewards CMMC Level 2 or higher and SPRS scores above 110. Internal Business Systems (1,500 points) rewards DCAA-approved accounting, estimating, and CPSR-approved purchasing.
Each task order applies a preponderance-of-work rule: the prime must perform the majority of work within their awarded pool. Subcontracted work that crosses pools may trigger compliance review.
What the wizard does
IDIQBuilder walks you through twelve steps. The first two — Document Hub and Company Profile — are non-blocking, so dump everything you have and we'll do the structured work.
1. Document Hub: upload past performance, accounting system documentation, ISO/CMMC certificates, CPARS reports.
2. Company Profile: confirm UEI, NAICS, certifications, key personnel.
3. Classification: pick your size standard and socioeconomic tracks.
4. Eligibility Confirmation: verifies SAM and accounting system status.
5. Pool Selection: pick the ASTRO pools you intend to pursue. Each pool is evaluated independently.
6. Self-Scoring Matrix: claim credits across the seven categories. We pre-suggest credits we can verify from your Document Hub uploads and FPDS history.
7. Past Performance: per pool, surface your strongest references. Cost-reimbursement contracts get priority weighting.
8. Pricing: build your pool-specific labor rate table.
9. Subcontracting Plan: required individual plan with goals per pool.
10. Technical Narrative: pool-specific technical and management approach.
11. Compliance Engine: scans Section L requirements and flags gaps.
12. Package Output: generates the self-scoring worksheet, project pages, CPARS reports, cybersecurity documentation, subcontracting plan, pricing volume, and reps & certs as a single ZIP.
